  • Organic sales are set to increase during the forecast period due to Brazilian consumers becoming increasingly concerned with sustainability, with many seeking organic products due to a desire to protect the planet.   • Gluten free is one of the most important claims for Brazilian consumers, as they are increasingly keen to eat well to prevent potential medical problems. Although gluten free products are traditionally focused on specific groups with intolerances, they have also established their place among a wider audience than those with dietary restrictions or intolerances in recent years, with the avoidance of ingredients such as gluten and lactose being increasingly linked with health benefits in consumers’ minds.
  • Brazil has implemented new nutritional labeling regulations, which require clearer front-of-pack labels to identify high levels of sugar, saturated fat, and sodium using a magnifying glass symbol. These regulations aim to improve consumer health awareness as well as transparency of the ingredients in all packaged foods. The rules also include standardized formatting for nutrition facts, such as consistent font sizes and contrast, and require information to be listed per serving and per 100g or 100ml.

Economy: 

  • Brazil's economy is projected to stabilize in 2025 with an expected 1.9% increase in real GDP, a decline from 3.4% growth in 2024. The decline in growth is primarily attributed to a weakening Brazilian real and fiscal measures that have fallen short of effectively reducing the country’s debt.
  • Real GDP growth is anticipated to maintain a similar trend as in 2025, reaching 1.8% in 2026 and averaging around 2.1% annually through 2028.
  • Inflation closed 2024 at 4.4% and is expected to accelerate further to 5.3% in 2025.

  • Brazil's population reached 211.0 million in 2024 and is projected to grow by 0.4% to 211.8 million in 2025. The median age in Brazil is higher than that of Latin America by 3.1 years, with the proportion of its population aged over 65 years old increasing from 9.6% in 2020 to 11.0% in 2024.
  • The median age in Brazil was recorded at 35.3 years in 2024, an increase of 1.7 years from 2020.

 

Income & expenditure: 

  • The savings ratio in Brazil reached 6.3% of disposable income in 2024, continuing a declining trend in recent years, with Brazil’s savings withdrawals outpacing deposits for a fourth straight year.
  • Consumer expenditure per capita grew by 8.2% in 2024 in current USD terms. In constant USD, it is projected to grow at an average annual rate of 0.7% through 2028. This growth is likely driven by increased spending on hotels and catering, although transport is projected to remain the largest consumer spending category.
  • Disposable income per capita was US$6,875.7 in 2024. It is expected to grow at an average annual rate of 0.6% through 2028, lower than the average projected growth for Latin America.

Health and Wellness

Health and wellness is the aggregation of organic packaged food and beverages, fortified/functional packaged food and beverages, naturally healthy packaged food and beverages, better-for-you packaged food and beverages, and food intolerance products.

Organic packaged foods and beverages

This category includes packaged food and beverages that are certified organic by an approved certification body. Organic production is based on:

• A system of farming that maintains and replenishes soil fertility without the use of toxic and persistent pesticides and fertilizers.
• Organic food and beverages are minimally processed without artificial ingredients, preservatives, or irradiation.
• The use of GMOs (Genetically Modified Organisms) is prohibited. "Certified Organic" means the item has been grown according to strict uniform standards that are verified by independent state or private organizations.
• Depending on the country, such products are called "organic," "biological," or "ecological": For organic products to be included under Euromonitor definitions, the organic aspect needs to form part of positioning/marketing of the product. This is an aggregation of organic baby food, bakery, confectionery, dairy, ice cream, oils and fats, ready meals, rice, sauces, dressings and condiments, snack bars, soups, spreads, sweet and savory snacks, and other organic food.

Note that fresh food products or individual ingredients are not included in this definition.

Compound annual growth rate (CAGR) is the average annual growth rate over a specified period of time. For example, the CAGR of consumption from 2019 to 2023 represents the average annual growth rate over those four years.

USDA GATS data clarification

The data presented in table 1.10.1 represents the dollar values of the top 5 organic commodities as well as of the total organic exports of the trade partner for the period 2021-2024 as per the United States Department of Agriculture's Global Agricultural Trade System, a database consisting of international agricultural, fish, forest, and textile products trade statistics dating from the inception of the Harmonized System (HS) in 1989 to present.

Instrução Normativa Nº 13, de 28 de maio de 2015 (CPOrg e STPOrg) (.pdf in Portuguese): Establishes the structure, the composition and the Thematic Subcommittee Assignments for Organic Production (STPOrg), Structure, Composition and Duties of Committees of Organic Production in the Federation Units (CPOrg-UF), and the guidelines for preparation of their internal regulations.

Brazil and Chile implemented two Memorandums of Understanding in August 2024. One on the electronic certification of wines and alcoholic beverages. The other is an addendum to the memorandum on mutual recognition of Organic Certification. The goal is to mutually recognize the regulatory similarities of organic production to facilitate trade between the two countries. This initiative encourages the inclusion of small and medium producers in the export market.

Regulation and/or Standard Scope:

The regulations contain the standards for production, classification, processing, packaging, importation, distribution, identification, and certification of the quality of organic products, of both animal and plant origin.

The decree allows family farmers to make direct sales to consumers provided they have a registration with the regulatory body. In the event of a direct sale, no certification is needed = Participatory Guarantee System (PGS). Textile products from organic cotton were added in June 2011.

Imported Products

The system of evaluation of organic products' conformity changed January 1, 2011. From this date, all organic products sold in Brazil, including those imported, must be certified by an organization registered at the Federal Agency INMETRO (Accreditation Body approved by the Brazilian government) and the Ministry of Agriculture (MAPA). All operators interested in exporting to the Brazilian market should therefore ensure that as of the 1st of January 2011 their Certification Body has received this registration both at the INMETRO agency and at the Brazilian Ministry of Agriculture.

Certification and Accreditation

Certification:

Producers must choose one of these methods in order to sell organic products:
- Obtain certification by a body of Organic Conformity Assessment (CABs) accredited by the Ministry of Agriculture, Livestock and Supply - MAPA; or
- Register with MAPA to conduct direct sales without certification (primarily for those in the participant guarantee system). Only organic products that will be sold directly to the consumer will not need third-party certification.
